Binance announced on its website that it upgraded its USDⓈ-M Futures Liquidity Provider Program on November 3, 2025. The update includes revised qualification thresholds, new maker-fee rebates, and lower entry requirements to enhance market depth and liquidity.
According to Binance’s official announcement, the upgrade is part of a regular program review designed to "provide users with the most value and competitive services." This reflects the platform’s focus on enhancing institutional participation and liquidity provision. The announcement specifies a program duration from November 3, 2025, to January 25, 2026. Maker fee rebates will be updated weekly starting approximately November 11, 2025, and running until February 2, 2026. Binance states that the program’s main goal is to provide liquidity and depth to the USDⓈ-M Futures market and that requirements will be adjusted periodically as market conditions evolve.
The announcement further details new qualification criteria which set a minimum "Weekly USDⓈ-M Futures Maker Volume %" of 0.10% for Bitcoin (BTC) and Ethereum (ETH) pairs. A lowered threshold of 0.05% applies for other pairs excluding BTC and ETH. This effectively lowers the barrier for liquidity providers to enter the program. The fee structure shows that Tier 1 participants meeting these thresholds will receive maker rebates of –0.001% on USDT-M and USDC-M pairs. Higher tiers offer progressively deeper rebates up to –0.005%. These changes reflect Binance’s initiative to expand the pool of eligible market makers and reward high-volume contributors across a broader range of futures products.
