Binance’s current CEO Richard Teng highlighted Paris as an example of a jurisdiction where policies are attracting more business, CoinDesk reported. "If you look at what Paris is doing, it is very conducive for businesses," Teng said. He noted that several companies are considering using Paris as their base for expansion within Europe.

According to the European Commission, "The EU wants to be a leader in blockchain technology, becoming an innovator in blockchain and a home to significant platforms, applications and companies." The European Commission supports policy development, legal frameworks, regulatory measures, and funding initiatives related to blockchain in Europe.

Chappaz became the new French Secretary of State for Artificial Intelligence and Digital Assets in September 2024. Before joining the French Government, she accumulated extensive experience in the tech industry. Her previous roles include Director at La French Tech for three years, Chief Business and Growth Officer for Vestiaire Collective for three years, and VP International of LYST for one year. Chappaz holds a Master's degree in Business Administration from Harvard School of Business and a Master of Science (Grand Ecole) in Strategy & Entrepreneurship.
