Richard Teng, Co-CEO of Binance, emphasized the importance of regulatory clarity in building confidence and attracting broader participation within the crypto industry. He made these remarks during his opening address at Binance Blockchain Week in Dubai.
“The US has gone from being anti-crypto to wanting to become the crypto capital of the world,” said Teng. “It’s not only large economies making this move, smaller countries are leading the way too. Take Bhutan, for example, which is pioneering crypto tourism with a determined vision of national-scale crypto adoption. Clear regulation will bring more trust and adoption to the industry.”
Binance Blockchain Week 2025 serves as a significant platform for the cryptocurrency sector, bringing together over 1,600 attendees, including developers, investors, and regulators. According to the official event site, the gathering in Dubai focuses on innovation in digital assets with sessions aimed at institutional integration and global expansion.
Speakers from BlackRock, Citi, and Ripple addressed topics such as institutional adoption and Web3 infrastructure at the event. Coinpedia reported that the conference was held at the Coca-Cola Arena and included livestreams viewed by millions. Audience reactions on X highlighted enthusiasm for Teng’s emphasis on regulatory clarity and national-scale initiatives.
During the first day of the event, Michael Saylor said in “The Case for Bitcoin” session that “Bitcoin is the apex property of the digital age.” Brad Garlinghouse noted on a panel that “Regulatory clarity is the unlock for trillions in tokenized assets.” Balaji Srinivasan added in his closing remarks that “The network state is emerging through crypto adoption.”
According to a16z’s State of Crypto report, global crypto participation reached between 40 to 70 million active users in 2025. The analysis attributes this growth to supportive regulation and increasing stablecoin activity surpassing $4 trillion. Industry gatherings like Binance Blockchain Week are instrumental in expanding networks among developers and institutions.
Teng has served as Binance CEO since November 2023. His career spans more than 30 years in financial regulation with roles at organizations such as the Monetary Authority of Singapore and Abu Dhabi Global Market. Founded in 2017, Binance is recognized as the world’s largest cryptocurrency exchange and hosts global events to engage users and institutions.
